When it happens in Washington D.C., where a small increase is defined as a "cut" by those who can never get enough or our money. In simple terms, imagine you are wanting a pay raise of $100 a week, but only get a pay raise of $75 a week from your employer. Did you just get a $75 a week pay raise, or did your pay just get "cut" $25 a week? Rational people would see a pay raise; politicians see a "cut".
