LIB LA TIMES CAUTIONS AGAINST BLAIMING VICTIMS FOR COMMITTING FRAUD.
June 19, 2006 - 07:02

But those who committed fraud and spent taxpayer money on such frivolous items should not be blamed, according to the liberal LA Times. After all, they are the "victims" so it is not their fault.
