That is where cars hang out. If you are not in the street, you have nothing to worry about. What a weenie nation we are becoming!!!! One of the nitwits who complains about the quiet cars (a woman lawyer) actually admits that she runs down the middle of the street...because the side of the road makes her ankles hurt.
