Kazulin, a former presidential candidate who has been serving a five-and-a-half-year prison sentence since leading anti-government demonstrations in 2006, said that he would refuse all food and fluids beginning Tuesday unless the authorities allowed him to attend the funeral of his wife, Iryna, who died of cancer on Feb. 23. He said he would then die swiftly in prison ? a person on a ?dry? hunger strike can usually live no more than a week ? forcing the authorities to bury him and his wife together. The West has been pressing the Belarussian government for his release. Javier Solana, the European Union?s foreign policy chief, urged Belarus to release Mr. Kazulin ?immediately and unconditionally, so that he can be reunited with his family and attend his wife?s funeral.?...

Belgium?s political parties finally agreed on new reforms, setting aside major differences that have prevented Dutch- and French-speakers from forming a government almost nine months after elections. ?At last there is an agreement,? said the leader of the French-speaking Socialists, Elio Di Rupo, after a ?wise men?s group? from the main parties hammered out an accord on a first raft of reforms, including the transfer of some federal powers to the regions. Dutch-speaking parties also welcomed the deal, although it fell short of the powers they were seeking for the Flanders region. The government said it would start killing elephants beginning May 1 to reduce their growing numbers, ending a 13-year moratorium. Environment Minister Marthinus van Schalkwyk said it was ?a last option? to reduce environmental degradation and rising conflicts with humans. There would be no ?wholesale slaughter,? he added, but did not specify how many elephants might be killed. The announcement follows months of impassioned debate, with some conservationists, including the World Wildlife Fund, cautiously arguing for elephant culling to protect the ecosystem, and other groups outraged. South Africa had just 200 elephants at the beginning of the 20th century and now has 18,000, a number expected to double by 2020.
