Jorge Hank Rhon, the fabulously wealthy former mayor of Tijuana, faced new accusations of corruption in his city?s police force, just four days before voters are to decide whether he will be the new governor of Baja California. The newspaper Reforma reported that federal authorities had issued arrest warrants for two of Mr. Hank?s former police commanders, alleging the cover-up of a murder by police officers in 2005 and the killing of another police commander in 2006. Mr. Hank, 51, who operates a network of betting parlors, has been running on a promise to clean up crime in the drug-plagued state, while his political opponents have accused him of being involved in crimes ranging from money-laundering to murder. He denies any wrongdoing and has never been charged with a crime...

World Briefing | Africa: Sierra Leone: Court Convicts 2 More of War Crimes in Civil War
Sierra Leone?s United Nations-backed court convicted two former leaders of a pro-government militia, Moinina Fofana and Allieu Kondewa, of war crimes, including murder, cruel treatment, pillage and issuing collective punishment. They led a militia called the Civil Defense Forces, accused of torturing and mutilating civilians during the 1991-2002 war. Mr. Kondewa was also convicted of conscripting child soldiers. The head of the militia, Sam Hinga Norman, had also been named in the indictment, but died earlier this year. No date was set for sentencing. The first sentences were handed down two weeks ago in Sierra Leone?s long-running push to hold to account those bearing the ?greatest responsibility? for atrocities that included the chopping off of limbs. The first convicted were members of a ruling junta who were sentenced to 45- to 50-year prison terms...

Belarus said it would pay $460 million it owes Russia for natural gas supplies within days, signaling a possible end to another conflict that has threatened gas deliveries to Europe. Belarus accepted gas rate increases that went into effect in January and it has paid 55 percent of the bill. A Russian threat to cut off gas for Belarus today raised fears that Belarus would siphon gas and that shortages in Europe would result. Aleksandr G. Lukashenko, the Belarussian president, ordered the government to pay, although it was not immediately clear where it would find the money. Gazprom, the Russian gas monopoly, said that there was time for a settlement, although one had not yet been reached yesterday...
