In a letter to Parliament responding to formal questions by lawmakers asking the details surrounding the return this week of Ayaan Hirsi Ali, Justice Minister Ernst Hirsch Ballin said that Dutch protection for her in the United States, where she has lived and worked for a year, had always been a temporary measure and was extended twice in the last year before it was ended outright. He said that the Netherlands was no longer willing to pay the costs of round-the-clock protection for Ms. Hirsi Ali, $2.8 million a year, while she lived in the United States but that when she was in the Netherlands ?protection measures will be taken.? Ms. Hirsi Ali, now a fellow at the American Enterprise Institute, a conservative research group in Washington, began receiving death threats in 2004, when she was a member of Parliament and criticized political Islam. The United States would give Mexico $1 billion in aid over the next two years to fight drug cartels under an aid package that will need Congressional approval, said Carlos Rico, the Mexican under secretary for North American affairs. For months, the two governments have been holding discussions about a program that would provide the Mexican police and prosecutors with training, equipment and advanced technology from the United States. Details of the negotiations have not been made public, and aides in the United States Senate and the House of Representatives said lawmakers had yet to be briefed.
