The Lyondell Chemical Company said it paid about $2.1 billion for Citgo Petroleum’s minority stake in a Houston refinery the two companies have jointly operated for 14 years. Lyondell’s announcement ends its troubled partnership with Citgo, the United States refining subsidiary of Venezuela’s national oil company, Petróleos de Venezuela. The two companies came together to create an American market for heavy, sour crude oil, now the foundation of record refining margins, but the partnership suffered as Venezuela’s government veered left under President Hugo Chávez. Lyondell said it had become the sole owner of the refinery, which produces 270,000 barrels a day...

Britain’s unemployment rose the fastest in more than four years in July as factories shed workers and migrants swelled the work force. The number of people claiming benefits rose by 2,000 from June, to 957,000, the most since January 2002, the Office for National Statistics said. The jobless rate held at 3 percent for a fifth month, in line with economists’ forecasts. The gain in unemployment prompted one of the Bank of England’s seven policy makers, David G. Blanchflower, to vote against this month’s interest rate increase to 4.75 percent, according to published minutes of the meeting. Investors are betting on one more rate increase before the end of the year after inflation held above the bank’s 2 percent target for a third month in July. “The rise in unemployment is strong evidence of ample spare capacity in the U.K. economy, and should over the medium term restrain pay growth,” said Gavin Redknap, an economist at Standard Chartered Bank in London.’’...

Foreign Briefs : An Appeal in Lipitor Case in India
Ranbaxy Laboratories, India’s biggest drug maker, asked a United States appeals court to reconsider a ruling that would keep a generic version of Pfizer’s cholesterol medicine Lipitor off the market until 2010. On Aug. 2, the United States Court of Appeals for the Federal Circuit in Washington upheld a patent on the drug that expires on March 24, 2010, and invalidated one that expires on June 28, 2011. Ranbaxy, which was challenging both patents, filed papers asking the appeals court to reconsider the ruling on the 2010 patent. Lipitor had sales of $12.2 billion last year, making it the world’s best-selling drug. Analysts had projected that the drug, which accounts for about 40 percent of Pfizer’s profit, would not have competition from cheaper generic versions until June 2011. Wednesday was the deadline for the companies to ask the court to reconsider any aspect of the ruling that did not go their way. A Pfizer spokesman, Bryant Haskins, said: “We have not yet filed anything with the appeals court.” He declined to comment further on Pfizer’s plans...

Tabcorp withdrew its hostile bid for Unitab, valued at 1.9 billion Australian dollars ($1.5 billion), after it was rejected by Australia’s antitrust regulator. Tabcorp, Australia’s biggest gaming company, said it would not challenge the ruling. The decision leaves Tattersall’s, the country’s biggest lottery company, as the only bidder for Unitab with an offer of 1.8 billion Australian dollars in stock. Tattersall’s, based in Melbourne, may still need to raise its bid, which values Unitab shares at 3.7 percent less than Wednesday’s closing price. Buying Unitab would reduce Tattersall’s dependence on lotteries and allow it to bid for Tabcorp’s wagering license in Victoria state when it expires in 2012. Unitab is based in Brisbane...
