SHOE NEWS? One of the main criticisms of the Registered Traveler security screening program, expected to be running at scores of airports this summer, is that the benefits of participating have been unclear. Steven Brill, the founder of Verified Identity Pass, which has run a pilot program in Orlando, Fla., since last June, has said that those who pay an annual fee to undergo a background check and get an electronic identity card probably will not have to remove their shoes and jackets, will not have to take laptops out of their cases and will get an expedited passage through security. But the Transportation Security Administration has not yet specified what benefits, other than a special lane, Registered Travelers will get for their annual fees, which are currently $79.95 in Orlando. Things became slightly more clear last week when General Electric said it would invest up to $16 million for a minority stake in Verified Identity Pass. SKEPTICISM LINGERS As the Registered Traveler program gains momentum, critics are coming forward to question its validity. "The Registered Traveler program has turned into a shifting and dispiriting exercise," James C. May, the president of the Air Transport Association, an airline industry trade group, said at a recent Senate Commerce Committee hearing. "It compels you to ask, 'Where's the beef?' " Mr. May said that it had not yet been demonstrated that the program would protect the privacy of those who enroll after submitting to a background check. JOE SHARKEY...
