Dutch police say that 12 passengers were arrested after a Northwest Airlines flight bound for Mumbai, India, returned to Amsterdam. Flight 42 returned to Amsterdam's Schiphol Airport after "a couple of passengers displayed behavior of concern," according to the airline. Foreign Briefs: British Hotel Operator’s Profit More Than Doubles
The InterContinental Hotels Group said its second-quarter profit more than doubled after the company raised room prices, added hotels and sold underperforming assets. Net income for the three months that ended June 30 rose to £164 million ($310 million), from £73 million a year earlier, the company said. Revenue dropped by more than half, to £260 million ($491.5 million) from £527 million a year earlier as the company sold some assets. InterContinental, which operates the Crowne Plaza and Holiday Inn hotels, said that it would sell 24 hotels in the first half, earning £240 million ($453 million), and that it would return funds to shareholders. So far, the company has returned £497 million ($939 million), and it expects to pay back a total of £2.74 billion ($5.18 billion) as it seeks to emulate rivals like Marriott International, which franchises and manages hotels instead of owning them. Shares in the company fell 0.7 percent to close at 898 pence ($16.97) on the London Stock Exchange...

Foreign Briefs: China’s Government to Spend on Water Facilities
China’s government plans to spend 1 trillion yuan ($125 billion) by 2010 to build wastewater treatment plants and upgrade water distribution infrastructure around the country, the Ministry of Construction said. As much as a third of that amount, or 330 billion yuan, will be spent in urban centers, where as many as 278 cities lack proper treatment facilities and at least 30 cities have plants that operate at less than 30 percent capacity, the ministry said. China wants to attract the capital and technology of overseas companies to supply clean water for keeping its economy, the fourth-largest, growing. Natural water shortages, worsened by rampant industrial pollution, plague parts of the country; its central and western provinces are facing China’s worst drought in 50 years. “We welcome water companies from all over the world to participate in the Chinese market,” Qiu Baoxing, vice minister of construction, said at a news conference in Beijing...

Foreign Briefs: Canadian Legislation on U.S. Lumber Agreement
Prime Minister Stephen Harper said he would introduce legislation to carry out an agreement to end a dispute over softwood lumber exports to the United States. The agreement, which replaces American import duties with a Canadian export tax, is controversial in Canada. Among other reasons, many Canadians were dismayed that the American government would keep about $1 billion of the $5 billion in duties it has collected. Several international trade rulings have said that the American tariff violates trade rules. Mr. Harper, left, originally required the support of 95 percent of Canada’s softwood lumber exporters before introducing legislation, but recently his government dropped that requirement. On Tuesday, Mr. Harper, who did not answer questions, said he had “a clear majority of support from companies in all regions.” Opposition parties in Canada’s minority Parliament oppose the agreement. Mr. Harper said that his government would resign if the softwood bill was not passed. That would force an immediate election, an event the currently leaderless Liberal Party, which leads the opposition, would rather avoid...
