The head of Eurotunnel, the operator of the undersea rail tunnel linking Brit- ain and France, said directors had approved his proposal to restructure the company’s crippling debt. The plan, which would create a new company called Groupe Eurotunnel, will be presented to Eurotunnel’s court-appointed administrators today after its approval by the board, the chief executive, Jacques Gounon, left, said. Under the new plan, shares in the old company will be exchanged for new Groupe Eurotunnel shares, leaving existing shareholders with a 13 percent stake in the company that can later be increased to 67 percent. Eurotunnel will be left with £2.84 billion ($5.33 billion) of senior debt with a 40-year maturity...

Consumer confidence in Germany rose to a five-year high as residents said they would spend more in the final months of 2006 to beat a planned increase in the value-added tax, according to a survey. The GfK research group said its consumer climate indicator edged up to 9.2 points for November, the highest since November 2001, when it was at 9.6, from 8.9 in October and 8.6 in September. “With the sales tax increase looming, consumers think it advisable to bring forward plans for large purchases,” GfK said in a statement. The value-added tax in Germany is set to rise to 19 percent from 16 percent in January.
