A Russian billionaire, Vladimir Potanin, won regulatory approval to take control of Rambler Media, which runs a large Internet search engine in Russia, to tap the growth in Web advertising. Mr. Potanin will take control of Rambler through the PM Invest Company, part of his Prof-Media holding. Rambler, which is based in Moscow, said PM will buy 6 percent of Rambler?s ordinary shares from Endicott Holdings in January, raising its stake to about 55 percent. The movie rental chain Blockbuster received clearance from regulators in Taiwan to sell the company?s stores and franchises there, a Blockbuster spokeswoman said. I.B.M. and Siemens have won a 7.1 billion euro ($9.3 billion), 10-year contract to modernize and manage the nonmilitary information technology systems of Germany?s armed forces, the two companies said. Siemens will receive a 60 percent share of the deal, the biggest contract ever won by the German industrial conglomerate. I.B.M. will receive the rest. The two companies will both manage the project, jointly holding 50.1 percent in the consortium running it. The German government holds the remaining 49.9 percent. World Business Briefing: Chinese Shoemakers Sue Europe Over Tariffs
Four Chinese shoemakers have filed a lawsuit against the European Commission, asking that it annul the 16.5 percent duty it charges for leather shoes imported into Europe, the companies lawyer said. The lawsuit was filed in the European Court of First Instance, the bloc?s second-highest court, by four companies: Brosmann Footwear in Hong Kong; Seasonable Footwear in Zhong Shan; Lung Pao Footwear in Guangzhou; and the Risen Footwear Company in Hong Kong. The suit asks that the tariffs be dropped for those companies. The commission started charging the import tariffs in October, arguing that Chinese leather shoes are being dumped at illegally low prices, ruining European shoemakers. The commission also says these Chinese shoemakers have an unfair advantage because of cheap state loans, property rentals and tax breaks...

GLG Partners, a European hedge fund manager, and Deutsche Bank, Germany?s biggest bank, were fined by French market regulators on accusations of trading abuses stemming from a convertible bond sale in 2002. GLG plans to appeal the decision, a company spokesman said. Deutsche Bank was fined for ?technical and procedural? reasons for its role in the November 2002 sale by Alcatel, the telecommunications equipment manufacturer, a spokeswoman for Deutsche Bank said. A Chinese court has upheld the validity of the drug maker Pfizer?s patent for Viagra, ordering two companies to stop sales of generic versions of the erectile dysfunction treatment and pay compensation for trademark infringements, a court official said. The Beijing No. 1 Intermediate People?s Court ordered the Beijing Health New Concept Pharmacy Company to stop sales of blue pills similar to Viagra, according to a court official. The court also told the Lianhuan Pharmaceutical Company to stop making the pills and to pay Pfizer 300,000 yuan ($38,400) in damages. Pfizer sued Lianhuan and Beijing Health New Concept in September 2005. In June, the same court sided with Pfizer in overturning a 2004 decision by China?s patent review board in ruling against local drug makers keen to sell generic Viagra in China...
