FOLLOW THE RISING EURO The European Central Bank will announce a decision on interest rates Thursday. The bank is widely expected to raise its benchmark rate by a quarter of a point, to 3.5 percent, with perhaps more increases to follow next year. The policy would represent an effort to head off inflation in the 12 nations that use the euro as their currency, many of which have been making economic progress. The dollar has recently fallen to its lowest level against the euro in more than a year and a half, and, if the descent accelerated, the Federal Reserve eventually might be prompted to respond with a rate rise, currency-market watchers say. Separately, Japan will announce its third-quarter gross domestic product figures Thursday...
