The number of jobless Germans edged above four million in December, according to government data, but the figures showed a decline when adjusted for seasonal factors. The unemployment rate was steady, compared with November, at 9.6 percent. German prosecutors said they were investigating whether the technology and engineering conglomerate Siemens paid bribes to win contracts in Iraq while the country was ruled by Saddam Hussein.
