A top European trade official called on China to live up to its status as a ma-jor economy by opening its markets wider to foreign competition, while Beijing accused Europe of protectionism for imposing antidumping duties on shoe imports. The European Union trade commissioner, Peter Mandelson, left, was visiting Beijing as disputes have risen over trade in auto parts, shoes and other goods. He applauded China’s progress in meeting market-opening commitments, but said Beijing must do more in areas like fighting product piracy. Mr. Mandelson met later with the Chinese commerce minister, Bo Xilai, and they announced a series of initiatives including setting up a joint trade Web site and more official contacts to settle disputes. The Marks & Spencer Group, the British clothing retailer, said first-half profit rose 32 percent on higher sales after it invested aggressively in an advertising campaign. Net income for the six months ended Sept. 30 rose to £281.3 million ($536 million), from £212.6 million a year earlier, the company said. Sales rose 11 percent, to £3.93 billion ($7.48 billion). “We have delivered better product, better service and better store environment,” the chief executive, Stuart Rose, said. “We gained in market share in all areas in which we trade.”...

The Mercedes Car Group, a unit of DaimlerChrysler, said October sales were hurt by declining demand for its Smart car and fell 3.5 percent compared with the same month last year, when the introduction of new models led to a surge in sales. The unit, which includes Smart and the luxury Maybach as well as the Mercedes-Benz brand, sold 102,500 vehicles last month compared with 106,300 a year earlier, the company said. Mercedes, which is based in Stuttgart, Germany, said sales of its Smart car fell 31 percent, to 8,300 cars. The company will introduce a new version of the Smart next year and will start selling the car in the United States in 2008...

World Business Briefing | Europe: Russia: BP Licenses to Two Fields Are Challenged
The Russian prosecutor general’s office said two oil fields operated by a joint venture of BP, the British oil company, were in violation of their licensing terms and recommended that the Ministry of Natural Resources revoke the licenses. The move came a month after authorities threatened to revoke BP’s license to the huge Kovytka natural gas field near China, one of the world’s largest such deposits. That field is also operated through the joint venture, which is known as Rospan and is operated by BP and the Tyumen Oil Company of Russia. Russian authorities have been pressing BP, Royal Dutch Shell, Exxon Mobil, Chevron and other foreign companies on environmental and other issues since August. Oil analysts say the Kremlin is trying to gain control of foreign-run energy projects by forcing companies to sell out or take a Russian state company as a partner...
