A weakened but still powerful Hurricane Rita turned Thursday to threaten residents in southwest Louisiana and southeast Texas. Galveston Mayor Lyda Ann Thomas told CNN that at least 75 percent of the city's 58,000 residents had evacuated by Thursday morning.
